IMPLEMENTING RULES AND REGULATIONS OF EXPANDED SENIOR CITIZENS ACT OF 2010 SIGNED

Acting Secretary Yangco, chairperson of the inter-agency Technical Working Group, representatives of concerned government agencies and non-government organizations serving senior citizens signed today, June 18, the IRR at the DSWD Central Office in Batasan Hills, Quezon City.
In her message, Acting Secretary Yangco said that “this is indeed a momentous and much-awaited event, not only for senior citizens but also those who are taking care of them. RA 9994 serves as the great equalizer since it aims to provide maximum benefits to senior citizens, but not at the expense of anyone.”
Secretary Yangco also thanked DSWD partners who participated in the crafting of the IRR.
Senior officials from the Departments of Finance, Health, Education, Labor and Employment, Justice, Interior and Local Government, Trade and Industry, and Transportation and Communication, the National Economic and Development Authority, Commission on Higher Education, Technical Education and Skills Development Authority, as well as five NGOs signed the IRR.
RA 9994 was introduced by Congressman Eduardo Zialcita, First District of Parañaque City and Senator Pilar Juliana “Pia” S. Cayetano.
The benefits and privileges of senior citizens under RA 9994 are:
• 20 percent discount and exemption from value-added tax (VAT) on the purchase of goods and services;
• five percent discount on electric and water consumption provided that the individual meters for the utilities are registered in the name of the senior citizen and that monthly consumption should not exceed 100 kilowatt hours of electricity and 30 cubic meters of water;
• free vaccination against the influenza virus and pneumococcal disease for poor seniors;
• P2,000 death benefit assistance; and
